Requires the Comptroller and State Librarian to collaborate to identify state office buildings, including state libraries, capable of providing equitable telecommunication access for residents of Hawaii, Kauai, and Maui counties, as well as residents in rural O'ahu areas, to participate remotely in legislative hearings.

Mandates the Comptroller and State Librarian estimate the costs and resources, including additional staffing, necessary to increase equitable telecommunication access for remote legislative hearing participation in identified state office buildings.

Allows the Comptroller and State Librarian to partner with the University of Hawaii in identifying suitable buildings and estimating required resources.

Requires the Comptroller to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the regular session of 2026.
