Authorizes an additional five-year term of imprisonment with possibility of parole for persons convicted of arson in the first or second degree who have any prior arson conviction under sections 708-8251, 708-8252, 708-8253, or 708-8254.

Requires courts to order defendants to make restitution for reasonable and verified losses or damages to property suffered by victims as a result of arson offenses.

Mandates community service hours dedicated to public awareness, firefighting education, or rehabilitation of affected areas as a penalty for arson convictions.

Elevates arson in the fourth degree to a class C felony (instead of misdemeanor) when the act endangers or affects vulnerable areas such as schools, hospitals, or living facilities, or when committed during a red flag warning.

Takes effect July 1, 2077.
