Extends workers' compensation coverage to newly graduated high school students participating in Department of Education-sponsored work-based learning programs during the summer following graduation.

Designates the State as the responsible employer for workers' compensation purposes when graduates participate in school-approved work-based learning programs with private or public employers.

Limits coverage to the period ending July 31 of the student's high school graduation year.

Makes workers' compensation the exclusive remedy against the State and participating private employers for covered graduates, consistent with chapter 386 requirements.

Implements effective upon approval to support the Department of Education's strategic goal of expanding work-based learning opportunities for students transitioning to post-secondary success.
