Authorizes direct electronic deposit of pay to personal banking accounts for all Hawaii National Guard officers, warrant officers, and enlisted personnel on active duty

Expands TRICARE health insurance allowances to all activated National Guard members (previously limited to specific ranks: O-3 and below for officers, CW-2 and below for warrant officers, E-6 and below for enlisted personnel)

Requires the State to provide allowances for TRICARE Reserve Select, TRICARE Dental Program, and vision coverage for National Guard members activated for more than 30 days without existing health insurance coverage

Extends TRICARE Reserve Select coverage allowance to eligible family members of activated National Guard members with dependents

Takes effect upon approval
