Establishes a Tourism and Gaming Working Group within the Department of Business, Economic Development, and Tourism for administrative purposes.

Working group shall review past gaming legislation, develop a comprehensive tourism gaming policy framework, examine gaming potential at the New Aloha Stadium Entertainment District, and assess strategies to mitigate gambling addiction and financial harms.

Membership includes chairs of senate and house economic development committees (as co-chairs), representatives from multiple state departments, Hawaii Tourism Authority, community organizations, gaming industry representatives, Native Hawaiian cultural representatives, social services professionals, and other interested parties.

Members serve without compensation, except state employees and non-profit gaming organization representatives shall be reimbursed for necessary expenses including travel.

Working group shall submit findings and recommendations to the legislature no later than twenty days before the 2026 regular legislative session and shall be dissolved on June 30, 2026.
