Requires the Department of Accounting and General Services (DAGS) to install at least one Automated External Defibrillator (AED) on each floor of every state building and public school by January 1, 2026, placed in accessible locations following nationally recognized emergency cardiovascular care guidelines.

Mandates DAGS to develop a Cardiac Emergency Response Plan that addresses response procedures for sudden cardiac arrest and similar life-threatening emergencies in state buildings, integrated into county emergency service provider protocols with evidence-based core elements.

Requires DAGS to provide CPR and AED training to employees and security staff of the Governor's office, Lieutenant Governor's office, State legislature, Department of Education, Department of Law Enforcement, and Department of Corrections and Rehabilitation, following American Heart Association or nationally recognized guidelines.

Obligates DAGS to conduct periodic inspections of all AEDs to ensure they remain operative and are replaced or repaired when defective in accordance with national guidelines and manufacturer specifications.

Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to cover AED installation, maintenance, and training costs, with the Act taking effect July 1, 2025.
