Establishes an Air Noise and Safety Task Force within the Department of Transportation to collect public complaints about aircraft noise and safety, identify key issues, and make recommendations to federal agencies and state operators.

Task Force membership includes one Senator and one House member serving as co-chairs, the Transportation Director, the Director of Planning and Sustainable Development, plus invited representatives from the FAA, National Transportation Safety Board, helicopter industry, small aircraft agencies, and affected communities.

Creates an Airports Advisory Council within the Department of Transportation to coordinate stakeholder input on airport operations, develop contingency plans for disruptions, and evaluate management structures at other airports.

Authorizes the Department of Transportation to designate airport security areas and restrict public access by time, duration, or type of activity within those areas through administrative rules.

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to establish five full-time positions in the airports division: chief airports planner, chief airports architect, chief landscape architect, planning expert with placemaking expertise, and branding/marketing expert.
