Prohibits landlords from rejecting rental applications solely because applicants cannot provide recent paychecks as proof of income.

Allows landlords to require applicants to submit evidence of unearned income or liquid assets (dated within 90 days of application) sufficient to cover rent for the prospective lease term.

Requires non-institutional income documentation to be either authorized for verification by the landlord or verifiable directly from the source or cross-referenced with official documents such as tax returns.

Applies to Chapter 521, Hawaii Revised Statutes, modernizing rental application standards to recognize income sources beyond traditional employment.

Effective July 1, 2050.
