Requires the Department of Human Services, in collaboration with the Office of Wellness and Resilience, to design and implement a five-year child welfare system diversion and intervention pilot program for families and children involved, at risk of, or at risk of reinvolvement with child welfare services.

Pilot program must include trained trauma-informed peer support navigators with lived experience to assist families with public benefits and community programming; financial assistance and resources for food, clothing, housing, childcare, and transportation needs; and trauma-informed intervention programs to improve caregiver-child relationships and parenting skills.

Department of Human Services may contract with public and private entities to design, implement, and administer the pilot program.

Requires the Department to submit a report of findings and recommendations to the legislature no later than twenty days before the 2030 regular legislative session.

Pilot program ceases to exist on July 1, 2030, and appropriates funds for fiscal years 2025-2026 and 2026-2027 to implement the program.
