S.B. 957 Summary

• Establishes overdose prevention centers where persons can safely consume pre-obtained drugs and receive harm reduction services including sterile equipment, wound care, and referrals to treatment and health services.

• Authorizes the Department of Health director to designate facilities as overdose prevention centers and establishes minimum standards for operation including safety measures, staff qualifications, harm reduction services, and reporting requirements.

• Prohibits overdose prevention centers within 750 feet of playgrounds or schools and requires compliance with county zoning ordinances.

• Provides criminal immunity for participants possessing pre-obtained drugs at designated centers, for staff providing authorized objects and harm reduction services, and for property owners allowing center operations.

• Creates an Overdose Prevention Center Oversight Committee to monitor effectiveness and requires annual reporting on participant numbers, overdoses reversed, emergency services use, deaths, and referrals to other services; effective December 31, 2050.
