Deletes Section 2 of Senate Bill No. 97, S.D. 2, H.D. 2, C.D. 1

Modifies automated speed enforcement system provisions to remove the requirement that violations exceed the posted speed limit by at least 5 miles per hour, changing the trigger to any violation of section 291C-108

Effective January 1, 2025, citations from automated speed enforcement systems shall be sent by first-class mail to registered motor vehicle owners

Removes the requirement that citations be postmarked within 10 calendar days of the incident

Renumbers remaining sections 3, 4, 5, and 6 as sections 2, 3, 4, and 5, respectively
