Law enforcement officers shall not permit operators cited for driving without a valid license under Hawaii Revised Statutes sections 286-102, 286-122, 286-130, 286-131, 286-132, 286-133, or 286-134 to resume operation of the motor vehicle.

The motor vehicle may be removed from the scene by the registered owner (if they possess a valid driver's license) or another licensed driver with explicit permission from the registered owner, provided they can legally park or store the vehicle.

If no licensed driver can remove the vehicle within a reasonable time, law enforcement shall arrange for the vehicle to be towed at the registered owner's expense to either the owner's address or a county-designated location.

The cited operator is responsible for arranging their own transportation from the scene, including public transportation, rideshare, taxi services, or riding as a passenger with a licensed driver, and must inform the officer of their transportation arrangements.
