Establishes civil liability for landowners in possession of 10,000 or more acres in Hawaii for fines and damages from runoff that enters state waters.

Defines "runoff" as any water, silt, water pollutant, or other debris originating from an agricultural facility or lands used for agricultural enterprises.

Requires the Department of Health to adopt rules necessary for implementation and to prioritize enforcement of water pollution control regulations in rural areas with existing reports of runoff pollution.

Addresses damage to marine reefs from agricultural runoff, citing 2002 and 2018 events on Kauai that caused 20% reduction in local fish population and 40% reduction in sea urchin population.

Takes effect July 1, 3000 (note: effective date appears to contain a typographical error).
