Urges Department of Health and University of Hawaii Water Resources Research Center to incentivize wastewater treatment plants to test sewage sludge, reclaimed water, and residual materials for PFAS ("forever chemicals") that do not degrade naturally.

Directs Department of Health to adopt administrative rules for safe disposal and sequestration of sewage sludge, reclaimed water, and residual materials containing any amount of PFAS.

Urges Department of Health to prohibit permits for using sewage sludge, reclaimed water, or residual materials on agricultural land, land with drainage tiles, floodplain areas, or land draining into state waters if testing detects any PFAS.

Addresses health risks from PFAS consumption including cancer, liver disease, endocrine disruption, reproductive harm, and developmental issues in fetuses and children.

Urges Governor to support Department of Health actions and requires certified copies of resolution be sent to Governor, Director of Health, and Director of University of Hawaii Water Resources Research Center.
