Requests the Governor or designee to establish a Solid Waste Management Working Group to address Hawaii's solid waste challenges, particularly the expiration of the Waimanalo Gulch Sanitary Landfill permit in 2028.

Working Group composition includes representatives from state and county departments, the Honolulu Board of Water Supply, recycling/composting/reuse/deconstruction industries, Zero Waste USA, environmental nonprofits, landfill experts, and the U.S. Armed Forces.

Working Group must elect a chair at its initial meeting who will convene subsequent meetings.

Requires the Working Group to submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Report must address materials management policies and programs that reduce solid waste and protect groundwater, earth, and air quality, and identify alternative technologies for waste that cannot be recycled or composted.
