Requests the Department of Land and Natural Resources to establish a Kailua Bay Advisory Working Group to address interjurisdictional issues affecting Kailua Pier in Kailua-Kona, Hawaii island.

Working group shall meet monthly and address issues including pier safety, commercial and cultural activities, maintenance and funding, water quality, marine life protection, homelessness, parking, and user conflicts.

Membership includes the Division of Boating and Ocean Recreation Administrator (as chairperson), state legislators, county officials, police chief, Hawaii Tourism Authority, Office on Homelessness representative, local canoe clubs, business groups, and four community at-large members.

Working group must submit quarterly reports to the Legislature for three years beginning in 2025, including findings, recommendations, and any proposed legislation.

Certified copies shall be transmitted to relevant state and county agency heads and the Hawaii Tourism Authority.
