Requests the Judiciary to convene a three-year working group to review Hawaii's Residential Landlord-Tenant Code and determine necessary amendments or updates.

Working group will conduct comprehensive review of the code, examine enforcement mechanisms, identify problem areas affecting property managers and tenants, explore injunctive relief processes, and consider other relevant solutions.

Working group membership includes Chief Justice (chair), Senate President designee, House Speaker designee, Attorney General designee, Consumer Protection Executive Director designee, landlord-tenant law attorney, individual rental property owner, two professional property manager representatives, two tenant advocate representatives, and other members with relevant expertise as approved by chair.

Initial working group meeting must be convened no later than July 1, 2025, with an initial report of findings submitted to the Legislature no later than twenty days before the 2026 Regular Session begins.

Certified copies to be transmitted to Chief Justice, Senate President, House Speaker, Attorney General, and Consumer Protection Executive Director.
