Establishes the Task Force for SPEED (Simplifying Permitting for Enhanced Economic Development) to identify actions needed to expedite, facilitate, and coordinate state and intergovernmental permit processes.

Task force membership consists of 13 required members including one House member (as chairperson), one Senate member, and representatives from the Governor's office, Department of Business Economic Development and Tourism, Public Utilities Commission, Department of Land and Natural Resources, Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Land Use Commission, Office of Planning and Sustainable Development, Small Business Regulatory Review Board, State Historic Preservation Division, and Department of Health Wastewater Branch.

Chairperson is requested to invite representatives from Hawaii's congressional delegation, City and County of Honolulu Planning and Permitting, and the planning departments of Maui, Hawaii, and Kauai counties to also serve as members.

Task force representatives must be designated by August 1, 2025; first meeting must occur by October 1, 2025; and task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Task force is requested to cease operations on June 30, 2027.
