Department of Corrections and Rehabilitation is requested to incrementally and systematically reduce the number of inmates incarcerated in private, out-of-state correctional facilities.

Department must submit progress reports to the Legislature no later than 20 days prior to the convening of regular sessions in 2027, 2028, 2029, and 2030 detailing reductions achieved.

Resolution notes Hawaii has relied on private, for-profit, out-of-state facilities for over two decades to house significant portions of the inmate population.

Identifies that out-of-state incarceration separates inmates from families, friends, and support networks thousands of miles away, contrary to the original intent of Act 208 (1994).

Certified copies of the concurrent resolution are to be transmitted to the Governor and Director of Corrections and Rehabilitation.
