S.C.R. NO. 13 Summary

• Requests the Department of Human Services and Department of Health to establish a program that incentivizes Community Care Foster Family Homes (CCFFHs) to accept individuals eligible for the State's Medicaid I/DD waiver program.

• Recognizes CCFFHs as regulated, certified homes providing 24-hour living accommodations, personal care, and homemaker services as a more affordable alternative to institutionalized care such as intermediate care facilities or skilled nursing facilities.

• Acknowledges the Med-Quest Division administers Hawaii's Medicaid program (Med-QUEST) and partners with the Developmental Disabilities Division to design and implement the Home- and Community-Based Services (HCBS) waiver program for individuals with intellectual or developmental disabilities.

• Identifies an insufficient number of CCFFHs in the State that currently accept individuals eligible for assistance under the Medicaid I/DD waiver program.

• Requires certified copies of the resolution to be transmitted to the Director of Human Services and Director of Health.
