Encourages Hawaii to adopt recommendations from the United Nations Global Plastics Treaty and Rapa Nui Summit Declaration to address plastic pollution and climate justice.

Supports phasing out single-use plastics including plastic bags, straws, to-go containers, polystyrene food ware, and coolers, with an overall goal of reducing plastic packaging by 30% over twelve years, with 10% reduction required by 2027.

Encourages promotion of refill and reuse container systems, improved reporting and transparency on chemicals and plastics, chemical monitoring, and economic incentives following the Zero Waste Hierarchy.

Supports ocean conservation and marine biodiversity protection, integrating scientific and traditional knowledge, and ensuring a just transition for workers affected by plastic industry changes.

Directs certified copies to be transmitted to the UN Secretary General, UN Environment Programme, UN Development Programme, Hawaii's congressional delegation, and the Governor.
