Urges all state departments to establish secure data-sharing agreements with the Office of Wellness and Resilience to support community needs assessment and program development.

Requires the Office of Wellness and Resilience to adhere to strict data governance protocols using deidentified, aggregated, and anonymized data to protect individual privacy.

Addresses the challenge of state datasets remaining siloed across departments with different collection methodologies, which impedes cross-departmental analysis needed for comprehensive understanding of community challenges.

References the Quality of Life and Well-Being Dashboard launched in December 2024 by the Office of Wellness and Resilience to fulfill statutory requirements under Act 291, Session Laws of Hawaii 2022.

Directs transmission of the concurrent resolution to 20 state officials and departments including the Comptroller, Attorney General, Directors of Health, Human Services, Education, and other state agency heads.
