Urges the State to transfer administrative oversight of the Hawaii Climate Change Mitigation and Adaptation Commission from the Department of Land and Natural Resources to the Office of Planning and Sustainable Development.

Recognizes the Commission's statewide role in enhancing resilience to climate change impacts including sea level rise, coastal erosion, drought, wildfires, and biodiversity loss.

States that the Office of Planning and Sustainable Development is better equipped than the Department of Land and Natural Resources to effectively administer the Commission.

Requires certified copies of the resolution be sent to the Governor, Chairperson of the Board of Land and Natural Resources, and Director of the Office of Planning and Sustainable Development.
