Urges Congress of the United States to continue providing funding and support to the Ukrainian military in defense against Russian aggression.

Notes that 43,000 Ukrainian soldiers have been killed and 370,000 wounded as the war enters its third year, with 3.7 million people internally displaced as of February 2025.

States that U.S. aid to Ukraine has enabled the country to defend itself, launch counteroffensives, and provide humanitarian relief, with 40 percent of Ukraine's population requiring humanitarian assistance.

Affirms Hawaii's support and solidarity with the free and independent people of Ukraine.

Directs transmission of certified copies to the President of the United States, Speaker of the House, President Pro Tempore of the Senate, and Hawaii's congressional delegation.
