Notes that strict uniform setback requirements limit the State's ability to develop or renovate public buildings in ways that optimize land use and public service delivery.

References other jurisdictions that have implemented flexible setback policies or granted variances for public buildings to promote greater density and efficient use of public resources.

Requires certified copies be transmitted to the Mayors and Chairpersons of the County Councils of Kauai, Maui, Hawaii counties, and the City and County of Honolulu.
