Requests the Department of Land and Natural Resources to adopt rules lifting the fishing moratorium in the Lapakahi Marine Life Conservation District surrounding Lapakahi State Historical Park.

Acknowledges that Division of Aquatic Resources studies show fish populations have rebounded and coral health has improved since the moratorium was implemented.

States that the moratorium has negatively impacted local fishers and surrounding communities that depend on these waters for income and livelihoods.

Proposes reintroducing sustainable fishing practices with proper rules and regulations to benefit the local economy while preserving marine resources.

Directs the Department to involve the local community in managing the conservation district through input and collaboration.
