Requests the Department of Hawaiian Home Lands to develop and implement a Water Access Pilot Project in the Kohala region to demonstrate the area's capacity for a potable water system.

Identifies the Kohala mountains on Hawaii island as an ideal location for a water pump storage hydroelectric facility due to unique geography and elevation that facilitates water flow through reservoirs to generate electricity.

Proposes using wind turbines as complementary renewable energy to pump water from lower elevation reservoirs to higher elevations during low evening demand periods for next-day energy generation.

Requires the Department of Hawaiian Home Lands to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2026 Regular Session.

Directs transmission of a certified copy of the resolution to the Chairperson of the Hawaiian Homes Commission.
