Hawaii law requires all drivers to have motor vehicle insurance, but an estimated 11% of motorists operate vehicles without valid coverage.

Uninsured motorists increase insurance premiums for insured drivers and create financial hardship for accident victims, particularly those lacking adequate uninsured motorist coverage.

Insurance Commissioner is requested to conduct a study examining the estimated number of uninsured motorists, their financial impact on insured motorists, and recommendations to reduce uninsured driving.

Insurance Commissioner must submit a report with findings and any proposed legislation to the Legislature no later than 20 days before the start of the 2026 Regular Session.
