Request the Department of Agriculture to identify existing departmental lands unsuitable for agricultural use that may be leased or used as pet animal sanctuaries

Require the Department of Agriculture to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026

Address threats to Hawaii's endangered species from approximately two million feral cats, which kill an estimated 2.4 billion birds annually in the United States and harbor the parasite Toxoplasma gondii fatal to Hawaiian monk seals

Propose pet animal sanctuaries as a method to separate feral cats from vulnerable wildlife, increase sterilization rates, provide sustainable food sources, and enable adoption of socialized feral cats

Transmit a certified copy of the resolution to the Chairperson of the Board of Agriculture
