States that denial of activity-specific devices perpetuates health and economic inequities for individuals with disabilities and contributes to preventable secondary health conditions including diabetes, cardiovascular disease, and obesity.

Directs certified copies be transmitted to the Insurance Commissioner and leaders of major Hawaii health insurers and managed care providers including HMAA, HMSA, Kaiser, UnitedHealthcare, UHA, AlohaCare, and 'Ohana Health Plan.
