Urges the City and County of Honolulu to provide compensation to communities that host a new landfill on Oahu.

Acknowledges concerns that the city has pursued a new municipal solid waste landfill that has angered communities, could threaten the island's aquifers, and will cost taxpayers tens or hundreds of millions of dollars to move and construct.

Recognizes that communities hosting a new landfill should be compensated for the impacts to those communities from landfill operations and related issues.

Directs certified copies of the resolution be transmitted to the Governor, Director of Health, Mayor of the City and County of Honolulu, and Director of the Department of Environmental Services of the City and County of Honolulu.
