Requests the Legislative Reference Bureau to conduct a comprehensive review of Hawaii Revised Statutes and recommend amendments incorporating gender-neutral terminology

Directs the Legislative Reference Bureau to draft recommended legislation for gender-neutral terminology updates and create recommendations for future bill review processes

Requires submission of an interim report with proposed legislation no later than 40 days before the 2026 Regular Session and a final report 40 days before the 2027 Regular Session

Mandates consultation with the Hawaii State LGBTQ+ Commission, State Commission on the Status of Women, Hawaii Civil Rights Commission, University of Hawaii law school, Lambda Law Hawai'i, and the Hawaii LGBT Legal Association

References Hawaii's 2013 marriage equality law and 2019 expansion of gender markers on state identification to include "X" for non-binary individuals as context for the modernization effort
