Request Department of Transportation to annually collect and publicly share safety information from commercial air tour operators including crash-resistant fuel systems, flotation devices, terrain awareness warning systems, and Automatic Dependent Surveillance-Broadcast technology.

Require operators to report minimum pilot hours required for commercial passengers and insurance coverage amounts provided per customer for personal injury and loss.

Direct Department of Transportation to publicly identify and share complaint numbers about safety, noise, or operations received by state agencies for each commercial air tour operator, plus safety-related incidents experienced over the preceding 24 months.

Request Department of Transportation to develop a scoring and transparency system with letter grades or overall scores that clearly distinguish operators by safety levels, designating the highest-scoring operator as "Safest Commercial Air Tour Operator" and labeling non-responsive operators as "Safety Unknown."

Require Department of Transportation to share information with Hawaii Tourism Authority for public online distribution and submit annual legislative reports on safety information for all general aviation and commercial tour operators in the State.
