Requests the Auditor to conduct an audit of the Real Estate Commission's oversight of real estate management entities under Chapter 514B, Hawaii Revised Statutes.

Directs the audit to examine specific issues including nonjudicial foreclosures, selective enforcement of bylaws, unlicensed contractors, document disclosure practices, penalty adequacy, and alternative dispute resolution effectiveness.

Requires investigation of improper fines imposed by real estate management entities, the use of attorneys for fee collection, potential conflicts of interest from industry personnel appointments, and digital tool implementation for governance transparency.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Directs certified copies be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and the Real Estate Commission Chairperson.
