Hawaii and Norway share common environmental, economic, and social challenges as geographically distinct regions that are deeply reliant on marine environments and ocean-based economies.

Norway has developed advanced sustainable fishing, aquaculture, and marine resource management practices that could benefit Hawaii's seafood production and ocean conservation efforts.

Both regions are leaders in renewable energy development, with Hawaii targeting 100% renewable energy by 2045 and Norway excelling in hydropower, offshore wind, and electric transportation infrastructure.

The State seeks to exchange best practices with Norway on sustainable tourism management, Arctic and marine research, criminal justice approaches, and social welfare programs.

The resolution directs that certified copies be transmitted to the Governor and Director of Business, Economic Development, and Tourism to support and encourage broader collaboration between Hawaii and the Kingdom of Norway.
