Urges increased caution concerning foreign influence in Hawaii's critical infrastructure, including airports, transportation hubs, freshwater systems, electrical grids, and telecommunications networks.

Identifies protection of critical infrastructure from foreign interference as an urgent federal security priority due to threats to the state's local economy, public health, safety, and stability.

Acknowledges that foreign governments and malicious actors actively seek access to critical infrastructure to disrupt essential services, steal data, or compromise security.

Notes that even allied countries may inadvertently or intentionally exploit infrastructure access to advance agendas that conflict with United States and Hawaii interests.

Directs transmission of certified copies of the resolution to the Governor, Director of Transportation, and Attorney General.
