Identifies concerns that EPA toxicity testing for incinerator ash only evaluates groundwater contamination risks and does not account for inhalation, ingestion, or dermal contact hazards

Opposes the City and County of Honolulu's planned ash "recycling" facility at Campbell Industrial Park, arguing that using incinerator ash in road construction and other materials poses greater health risks than proper containment and disposal

Notifies the City and County of Honolulu that recycling or reusing incinerator ash is not protective of public health and may violate state laws
