Requests the Department of Health to convene a Community Noise Working Group to discuss policies and legislation regarding noise sources affecting communities.

Identifies noise pollution as a public health hazard causing noise-induced hearing loss, high blood pressure, heart disease, sleep disturbances, and stress.

Specifies that concerts or events at private venues in residential areas create atypical noise levels and are not currently subject to permitting requirements.

Establishes working group membership including the Director of Health as Chair, legislators, city council member, representatives from Attorney General, Law Enforcement, Honolulu Police Department, Public Defender, and Prosecuting Attorney, plus a noise expert and other appropriate individuals.

Requires the working group to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the Regular Session of 2027.
