Cites environmental and cultural degradation at military sites including Kahoolawe, Waikane, Makua, and Pohakuloa as evidence that military use conflicts with the state constitutional mandate to conserve natural resources.

Notes that the U.S. Navy failed to fully clear unexploded ordnance from Kahoolawe and that the U.S. Army violated a settlement agreement regarding unexploded ordnance cleanup at Makua.

References state circuit court findings that portions of state land at Pohakuloa are heavily contaminated with explosive materials posing public health hazards.

Requires transmission of certified copies to the Board of Land and Natural Resources Chairperson and Hawaii's Congressional delegation.
