Identifies rising costs of operating and maintaining county mass transit systems as requiring additional revenues.

Recognizes that new and increased fares create undue financial burdens on transit riders already facing high cost of living in Hawaii.

Encourages counties adopting transit-based advertising to impose reasonable restrictions on advertisement format, size, material, and content.

Directs transmission of the resolution to mayors, county councils, and transit directors/administrators for the counties of Hawaii, Maui, and Kauai, and the City and County of Honolulu.
