Requests the Department of Transportation to establish and operate a personal aircraft fireworks inspection pilot program beginning no later than June 1, 2025 and ending no sooner than January 1, 2026.

Directs the department to coordinate with federal, state, and county law enforcement agencies to inspect all personal aircraft entering the state and landing at department-owned or controlled airports to prevent unauthorized transportation of fireworks and pyrotechnic articles.

Requires coordination with law enforcement agencies or county fire departments to dispose of prohibited fireworks and pyrotechnic articles pursuant to Hawaii Revised Statutes section 132D-26.

Mandates the Department of Transportation submit a report to the Legislature by January 30, 2026 evaluating program effectiveness, reviewing implementation issues, and proposing any necessary legislation.

Issued in response to the December 31, 2024 mass casualty incident in Aliamanu where fireworks killed at least six people and injured dozens more.
