Hawaii Emergency Management Agency is requested to collaborate with county emergency management agencies to develop initiatives and outreach programs focused on informing kupuna (elderly) about emergency preparedness.

Collaborating agencies include the Department of Emergency Management of the City and County of Honolulu, Civil Defense Agency of the County of Hawaii, Emergency Management Agency of the County of Maui, and Emergency Management Agency of the County of Kauai.

Individuals aged 65 and older represent over 19 percent of Hawaii's population and are particularly vulnerable during natural disasters due to physical limitations, chronic health conditions, and limited access to communication technology.

Educational efforts and community outreach programs are identified as essential to providing elderly residents with knowledge and resources to protect themselves during emergencies such as hurricanes, tsunamis, earthquakes, and volcanic eruptions.

Certified copies of the resolution shall be transmitted to the Director of Hawaii Emergency Management Agency and administrators of each county emergency management agency.
