Request the Department of Health to establish and maintain a database tracking motor vehicle tires sold in Hawaii in partnership with tire retailers.

Database should collect the model and serial number of each tire sold, purchaser's name, and date of sale.

Address illegal tire dumping on public and private properties, which creates pest habitats, fire hazards, and environmental contamination through toxic chemical leaching.

Enable coordination between public and private sectors to track tires and hold owners liable for illegal abandonment.

Transmit a certified copy of the resolution to the Department of Health.
