Urges all entities including firms, organizations, corporations, and government agencies to refrain from using more than one million gallons of potable water per year per permit for recreational or ornamental purposes.

Exempts recreational or ornamental uses that rely solely on recycled water from the voluntary restriction.

Cites severe drought conditions, climate change, and the Red Hill Bulk Fuel Storage Facility contamination crisis as reasons for promoting water conservation.

Requires certified copies of the resolution be transmitted to the Commission on Water Resource Management Chairperson, Director of Health, and county boards of water supply.
