Request the Department of Law Enforcement to establish fair policies and processes for towing and disposing of vehicles belonging to active duty servicemembers abandoned on state or city property, in collaboration with the City and County of Honolulu.

Require policies and processes to provide adequate notice to deployed servicemembers if their vehicles have been towed.

Ensure all towing and disposal processes comply with the federal Servicemember Civil Relief Act.

Balance the rights of servicemembers with the rights of other residents inconvenienced by abandoned vehicles that create safety concerns and parking problems.

Transmit certified copies to the Director of Law Enforcement, Mayor of the City and County of Honolulu, and Chair of the Honolulu City Council.
