Request the City and County of Honolulu to establish a towing authority to manage towing services and contracts on behalf of the city and county.

Urge the towing authority to divide Oahu into districts and contract with multiple towing companies to provide towing services for each respective district.

Request the City and County of Honolulu to cancel or allow to expire existing towing contracts where feasible.

Address concerns about overcharging by towing companies, including a 2023 incident where a contractor charged $900 for every fifteen minutes of work after the first quarter-hour.

Transmit certified copies to the Mayor of the City and County of Honolulu and Chair of the Honolulu City Council.
