Requests the Department of Accounting and General Services, Department of Land and Natural Resources, and City and County of Honolulu Department of Parks and Recreation to provide universal changing accommodations (height-adjustable changing tables) in all state facilities, state parks, and city and county parks.

Requires universal changing accommodations to be installed in at least one restroom accessible to women and men respectively, and in at least one family or gender-neutral restroom if one exists in each facility or park.

Acknowledges that people with disabilities requiring toileting assistance face barriers to participating in public activities and often must choose between staying home, being changed on restroom floors, leaving events to change in vehicles, or returning home.

States that universal changing accommodations provide safe, sanitary, private, and dignified spaces for people who need assistance with toileting and changing.

Directs transmission of certified copies to the Governor, Comptroller, Chairperson of the Board of Land and Natural Resources, Administrator of the Division of State Parks, Mayor of Honolulu, and Director of Parks and Recreation.
