Urges the State to prohibit new leases or lease extensions of public lands to the U.S. Department of Defense or any U.S. military branch if they are noncompliant with environmental orders, consent decrees, memoranda of agreement, or laws affecting resident health and safety.

Requests the Board of Land and Natural Resources submit a formal request to the Department of Defense to incorporate environmental compliance requirements into all current public land leases.

Requests the Department of Defense or applicable military branch remove all hazards and conduct remediation and restoration services to make leased lands suitable for agriculture, residential use, and human habitation before lease terms end, as an alternative option.

Requires the Board of Land and Natural Resources to submit reports to the Legislature no later than 20 days before the 2026 and 2027 Regular Sessions on the status of negotiations and requests.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
