Requests the State Health Planning and Development Agency and Department of Health to hold public meetings for all certificate of need applications for proposed special treatment facilities in neighborhoods with community associations.

Establishes that certificate of need applications may qualify for an administrative review process (requiring no public meeting) if they have capital expenses of $1,000,000 or less and annual operating expenses under $500,000, or meet other specified criteria.

Notes that the standard review process requires at least one public meeting where persons can present written or oral arguments and evidence, while the administrative review process does not require a public meeting unless interested persons submit a written request.

Requests the State Health Planning and Development Agency adopt rules requiring certificate of need applicants to appear before the neighborhood board for the area where a proposed special treatment facility is located as part of the application process.

Directs transmission of certified copies of this resolution to the Director of Health and Administrator of the State Health Planning and Development Agency.
