Requests the Department of Corrections and Rehabilitation coordinate with the Judiciary to include circuit and district court facilities within the new Oahu Community Correctional Center in Halawa.

Seeks to establish a release procedure requiring the new facility to transport detainees or inmates upon release to locations other than residential communities or public spaces.

Addresses concerns about significant costs and impacts of regularly transporting detainees between the Halawa facility and Honolulu courts, including labor, vehicle, and fuel expenses and increased greenhouse gas emissions and traffic congestion.

Addresses community concerns about public safety impacts from releasing detainees directly into residential areas or parks.

Requires transmittal of the resolution to the Governor, Director of Corrections and Rehabilitation, and Chief Justice of the Hawaii Supreme Court.
